The five departments issued the latest circular to further optimize the epidemic prevention and control work of ships transferring international routes to China.
According to the website of the Ministry of Transport, the Ministry of Foreign Affairs, the National Health Commission, the General Administration of Customs and the National Immigration Administration issued a Notice on Further Optimizing some Measures for epidemic prevention and control on ships transiting from international to domestic routes on October 18.

In line with the requirements of preventing and controlling the epidemic, stabilizing the economy, and ensuring safe development, we should effectively coordinate epidemic prevention and control with economic and social development, and in accordance with the Notice on Further Optimizing the Prevention and Control Measures of COVID-19 in a scientific and accurate Manner (Joint Prevention and Control Mechanism Comprehensive Issue No. 101 (2022)) issued by the Joint Prevention and Control Mechanism Comprehensive Group of The State Council, To further optimize and adjust some measures for epidemic prevention and control on ships transferring from international to domestic routes, we hereby notify the following:
1. The time of berthing isolation at ports of entry for ships on international and domestic routes before conversion to camp and health monitoring of all crew members on board after conversion is adjusted from "berthing isolation for 7 days before entry + health monitoring for 3 days after conversion" to "berthing isolation for 5 days before entry + isolation for 3 days after conversion to camp (during which all crew members are not allowed to leave the ship)".
Second, adjust the frequency of nucleic acid detection requirements. The frequency of nucleic acid testing at ports of entry for all crew members of international sailing ships intended to be transferred to domestic route operation is adjusted from "7 days 5 inspection" to "four nucleic acid tests shall be carried out within 5 days after the arrival of ships at domestic ports of entry, of which the customs shall conduct nucleic acid testing on the crew members on the first day." On the second, third and fifth days, nucleic acid testing of the crew shall be carried out by the testing unit specified by the joint prevention and control mechanism of the port of entry." After an international sailing ship goes through the formalities for conversion, the frequency of nucleic acid testing during the continuous health monitoring of all crew members by the shipping company owned by the ship is adjusted from "one nucleic acid test on the third day" to "one nucleic acid test on the first and third day of the ship isolation".
3. This notice shall take effect as of the date of promulgation. Other requirements continue to be implemented in accordance with the "Ministry of Transport, Ministry of Foreign Affairs, National Health Commission, General Administration of Customs, National Immigration Administration Notice on the Adjustment of the Prevention and Control of the Epidemic on Ships transferring from international to domestic routes" (Jiaoshui Ming Telegram (2022) No. 198). Local transportation authorities are requested to convey the spirit of this notice to all shipping enterprises and port operators within the jurisdiction, and strengthen coordination with local health, customs, immigration, maritime and other relevant administrative departments to ensure the implementation of the spirit of this notice.
